U.S. Approves First Shipment of Weapons to Ukraine Under New Mechanism in Concert With Allies
Latest Developments
- Up to 2 Packages Approved: The Trump administration approved a package of military aid for Ukraine under a new mechanism for the first time, which will see European allies purchase American arms for Ukraine. The administration reportedly authorized up to two $500 million shipments of military aid under the new Prioritized Ukraine Requirements List (PURL) mechanism. The establishment of PURL was announced on July 14 during a meeting between President Donald Trump and NATO Secretary-General Mark Rutte.
- Ukraine’s Allies Help Pay for Weapons: Under PURL, Ukraine’s Western partners pledge funds for U.S. weapons requested by Kyiv, which are then transferred to Ukraine’s military. The program could help provide Kyiv with as much as $10 billion in weapons. Countries that have pledged funds for weapons include Canada, Germany, Sweden, Denmark, Norway, and the Netherlands, collectively raising $2 billion by September 6.
- ‘Weapons Are Going Out’: During his announcement of the new mechanism, Trump touted the benefits for the United States, stating, “So, what we’re doing is, the weapons that are going out are going to NATO, and then NATO is going to be giving those weapons [to Ukraine], and NATO is paying for those weapons.” In August, Ukrainian President Volodymyr Zelenskyy said that his embattled nation aims to secure at least $1 billion a month from its allies to purchase American-made weapons.
FDD Expert Response
“This is a big deal. The use of the Prioritized Ukraine Requirements List to access the U.S. defense-industrial base with European or Ukrainian funds is a crucial step in ensuring Ukraine’s military forces are properly resourced and equipped to counter Russian aggression. This likely includes defensive weapons like Patriot systems, but the next tranche should focus on offensive systems, such as Extended Range Attack Munition (ERAM) air-to-ground cruise missiles and even ATACMS ground-launched long-range rockets.” — RADM (Ret.) Mark Montgomery, Senior Fellow and Senior Director of FDD’s Center on Cyber and Technology
“President Trump should untie Ukraine’s hands for long-range strikes in Russia with American missiles, targeting data, and mission planning support. Through the PURL initiative, Washington should supply Kyiv with additional missiles, including ones that can range key Russian military-industrial sites, such as the plants making Iranian Shahed-type drones.” — John Hardie, Russia Program Deputy Director
“PURL combines European economic power with American military-industrial might to deliver weapons to Ukrainians as they fight for their freedom against Putin’s war of conquest, supported by his Chinese, Iranian, and North Korean collaborators in the Axis of Aggressors. The Trump administration deserves tremendous credit for working with our allies to develop this smart transatlantic mechanism to defend our common interests. PURL is a necessary but insufficient step to shift Putin’s cost-benefit calculation regarding the continuation of his invasion.” — Bradley Bowman, Senior Director of FDD’s Center of Military and Political Power
