Biography

Mark P. Harvey serves on the board of advisors for the Foundation for Defense of Democracies’ (FDD’s) Center for Cyber and Technology Innovation (CCTI). 

Mark is a nationally recognized leader in crisis management, resilience strategy, and homeland security innovation. He previously served as special assistant to the president and senior director for resilience policy at the White House National Security Council, where he advised the President on responses to over 300 emergencies and major disasters and helped drive national strategies to address the increasingly complex and dynamic threats facing the nation. Mark has served in senior leadership roles at Regeneron Pharmaceuticals, the Federal Reserve Bank of New York, the Office of the Director of National Intelligence, and the Department of Homeland Security. A FEMA Vanguard fellow, Mark is among a select group of senior emergency managers advancing professional development and national crisis management innovation. He also served as a resident fellow at Harvard University’s Institute of Politics. Mark holds a B.A. with High Distinction from the University of Virginia and is a frequent speaker to industry and government audiences on crisis leadership, strategic planning, community resilience, and public-private partnerships.
