Biography

Isaac “Ike” Harris, CDR USN (ret.), is an adjunct fellow at FDD’s Center on Cyber and Technology Innovation and a leading expert in technology competition and policy. He has over two decades of experience as a Navy officer serving across Washington, DC, in the Pentagon, the interagency, and Congress. In his most recent role, he served as an advisor to the under secretary of defense for policy on matters relating to China and technology competition, including foreign investment in the United States, export controls, and innovation. His final operational tour as a surface warfare officer was as the commanding officer of USS RAMAGE (DDG-61), home ported in Norfolk, VA, deploying to Europe and the Middle East. Additionally, Ike is vice president of government strategy at Exiger, directing the integration of the company’s strategy to deliver its state-of-the-art supply chain risk management technology to U.S. government customers.
