Biography

David Rader is an adjunct fellow at FDD. He was the deputy director (GS-15) of the Global Investment & Economic Security Directorate at the Department of Defense (DoD). At DoD, David’s portfolio focused on national economic security, foreign direct investment, trade and industrial policy, and matters under the purview of the Committee on Foreign Investment in the United States (CFIUS). Before serving in government, David held roles as a manager in transaction advisory services at Ernst & Young (EY), a vice president in the Corporate & Investment Bank at J.P. Morgan, and an associate in the National Security Research Division at the RAND Corporation. He also served as an infantryman in the U.S. Army.
