Charles Kupperman

Biography

Dr. Charles Kupperman serves on the board of advisors of FDD’s Nonproliferation and Biodefense Program.

Dr. Kupperman has served in senior government positions in two administrations and has held senior executive positions with three major defense and aerospace companies. Dr. Kupperman was assistant to the president and deputy national security advisor for President Donald Trump and was special assistant and deputy director of the Office of Administration for President Ronald Reagan.

He also served as executive director of the President’s General Advisory Committee on Arms Control and Disarmament for President Reagan; was chief of staff to the director of the Office of Personnel Management; and was special assistant to the acting administrator of NASA during the Space Shuttle Challenger Accident Investigation.

In the private sector, Dr. Kupperman was vice president of business development for missile defense systems, The Boeing Company; vice president of Washington space operations, Lockheed Martin Corporation; and director of total quality management, The McDonnell Douglas Corporation. He also served as the executive director of Jack Kemp’s Empower America organization.
