Statement From FDD’s Center on Cyber and Technology Innovation on the Passing of Stewart Baker
WASHINGTON, DC, May 4, 2026 – The Foundation for Defense of Democracies (FDD) and its Center on Cyber and Technology Innovation (CCTI) extend their deepest condolences to the family of our dear friend Stewart Baker. In addition to the generations of cyber policy scholars and practitioners that Stewart mentored and trained, he served for many years as a member of CCTI’s advisory board, shaping our research and guiding our analysis. “Stewart brought light and energy to every conversation he was a part of,” said Dr. Samantha Ravich, FDD distinguished fellow and CCTI founder. “The best seat at any meeting was next to Stewart because you got the benefit not only of his deep expertise but also his quips and jokes. He will be missed.”
CCTI will honor Stewart’s legacy with the same passion, dedication, and rigor he brought to cyber policymaking. His impact will live on in the many individuals and organizations that he touched.
