  • Hamas Terrorists on Israeli Side of ‘Yellow Line’: Israel will not grant safe passage to an estimated 200 Hamas terrorists currently positioned behind the “yellow line” in IDF-controlled areas of the Gaza Strip, an Israeli official stated on November 3. The clarification came in response to condemnation by Israeli lawmakers of earlier media reports that Israel would consider granting the terrorists — believed to be hiding in tunnels mostly in southern Gaza — safe passage to Hamas-controlled parts of Gaza if they surrender their weapons and release additional bodies of slain Israeli hostages. Israeli media reported that the United States is pressuring Israel to permit the exchange in the hope that doing so will allow the Trump administration’s 20-point plan for Gaza to progress into subsequent stages.

On October 31, a video released by the U.S.-led Civil-Military Coordination Center showed that a U.S. MQ-9 drone monitoring implementation of the Gaza ceasefire spotted Hamas operatives looting an aid truck near Khan Younis. Hamas has been accused of stealing aid from the outset of the war in Gaza, with the United Nations reporting in August that 88 percent of humanitarian aid trucks in Gaza were looted between May and August 2025. The United Nations stated on November 1 that looting had declined to just 5 percent since the October 10 ceasefire.
