- PA Reportedly Agrees to U.S. Demands to Modify Terror Incentives: Palestinian Authority (PA) officials have reportedly informed the Trump administration that the Palestinian government is prepared to reform its ‘pay-to-slay’ policy, which rewards terrorists in Israeli prisons and their families with monthly stipends. PA President Mahmoud Abbas reportedly signed a decree on February 10 canceling the longstanding legislation. However, according to unnamed sources cited by Israel’s Channel 12 News, the existing policy is simply being modified, with stipends paid according to financial need rather than the length of prisoner sentences, as is currently the case. An estimated 316 convicted terrorists released by Israel in return for the release of Israeli hostages during the ongoing ceasefire in Gaza will leave prison as millionaires as a result of the ‘pay-to-slay’ program.

However, the money was still being openly transferred to the PLO from the PA’s budget, and the PA remained the official body overseeing the stipend payments.
