Peripheral Vision: A Model Solution for Somalia

Somalia is once again in turmoil. In the last issue of the Journal, Ken Menkhaus explored the prevailing dynamics, concluding that the government's stuttering performance to date has been able to fend off the Islamist challenge, at least for the time being. In this response, J Peter Pham looks beyond southern Somalia to the positive – yet woefully disregarded – examples of state-building in Somaliland and Puntland, arguing that these are where the solution lies.
