Carnegie Endowment for International Peace


Tim Maurer is Co-Director of the Cyber Policy Initiative and a Senior Fellow at the Carnegie Endowment for International Peace. He works on the geopolitical implications of the internet and cybersecurity, with a focus on the global financial system, influence operations, and other areas of importance as actors exploit the gray space between war and peace. In 2018, Cambridge University Press published his ‘Cyber Mercenaries: The State, Hackers, and Power’, a comprehensive analysis examining proxy relationships between states and hackers.
