Biography

Dr. Georgianna “George” Shea serves as chief technologist at FDD’s Center on Cyber and Technology Innovation (CCTI) and Transformative Cyber Innovation Lab (TCIL). In that role, she identifies cyber vulnerabilities in the U.S. government and private sector, devising pilot projects to demonstrate feasible technology and non-tech solutions that, if scaled, could move the needle to defend U.S. prosperity, security, and innovation.

Prior to coming to FDD, Dr. Shea spent 20 years spearheading cyber initiatives throughout the Department of Defense and other government organizations. Most recently she served as a subject matter expert and consultant to the Office of the Secretary of Defense, where she led multiple efforts to improve cyber resiliency and advance the practice of cybersecurity testing and evaluation by providing deep cyber resilience analysis, guidance, and engagements with U.S. Army, Navy, Marine Corps, Air Force, and Space Force programs within the acquisition process. Prior to working on cybersecurity test and evaluation, Dr. Shea specialized in cyber operations capability development, implementation, and execution for the Department of Defense, Department of Justice, and the Department of Energy. Dr. Shea has a doctorate in computer science with a concentration in information assurance from Colorado Technical University, where she is also an adjunct professor. She teaches various cyber-related courses, including on cybersecurity, cyber operations, cyber policy, cyber threat intelligence, and cyber law.
