Brian Downey is a U.S. Naval Officer serving as the Naval Force Development Advisor in the Office of the Secretary of Defense, where he focuses on implementation of the 2018 U.S. National Defense Strategy. A career Naval Flight Officer and graduate of TOPGUN, he has flown combat missions from aircraft carriers in support of Operations Southern Watch, Enduring Freedom, and Iraqi Freedom in the Middle East as well as patrols over the Korean peninsula and South China Sea while stationed in Japan. Brian holds a Bachelor of Science in Aeronautical Engineering from the U.S. Naval Academy, Master of Arts from both the Naval War College and National Defense University, and an Master of Business Administration from the Naval Postgraduate School.
