Thomas (Todd) Appel is an Associate with Booz Allen Hamilton, where he has been supporting the Department of Defense’s (DoD) Cooperative Threat Reduction (CTR) Directorate at the Defense Threat Reduction Agency, as well as the Office of the Secretary of Defense’s (OSD) CTR-Policy Directorate at the Pentagon. In this capacity, he has assisted DoD with planning and implementation of a wide range of WMD nonproliferation efforts in the former Soviet Union and Southeast Asia, and has assisted OSD CTR-Policy with the development and coordination of CTR program strategies and legal frameworks for conducting CTR efforts across the globe.  Before joining Booz Allen, Thomas spent several years working for international law firms in Moscow and Washington, DC.  He also worked briefly as a research assistant at the Nixon Center (now the Center for the National Interest) and as a legal intern at the Department of Justice’s Office of International Affairs Criminal Division.  Thomas received a JD from American University’s Washington College of Law and a Master’s degree in International Affairs from American University’s School of International Service.
