Steven Haines

Steven Haines is a China Desk Officer and Presidential Management Fellow at the U.S. Department of State, where he manages numerous policy issues related to Chinese political-military affairs and reciprocity in U.S.-China bilateral relations. He brings over a decade of China-facing experience spanning numerous industries, including the Chinese oil and gas industry and also as an open source intelligence analyst. Steven was based in Asia for seven years and possess expertise in PRC economic espionage campaigns, defense industrial base issues, and activities in emerging technologies and their impact on U.S. national security. He holds a Bachelor’s degree in International Affairs from the University of Nevada, Reno and a Master’s in Asian Studies from the George Washington University Elliott School of International Affairs, where he received multiple academic awards including the Foreign Language Area Studies (FLAS) Fellowship, The NSEP David L. Boren Fellowship, the Scottish Rite Graduate Endowment Fellowship, and the Presidential Management Fellowship. He is professionally proficient in Mandarin and Sichuanese Chinese.
