Phil Caruso

Biography
Phil Caruso is a fellow at the Carnegie Council for Ethics in International Affairs, where he researches airpower and international law. He has served in the U.S. Air Force since 2008 as both an active duty and reserve officer, most recently in Korea. Phil is a teaching fellow in economics at Harvard College and a member of the Program for Emerging Leaders at the National Defense University Center for the Study of WMD. He was previously a law fellow with the Fellowships at Auschwitz for the Study of Professional Ethics. Phil received his BS in Materials Science & Engineering from Cornell University and is expected to graduate in 2019 with JD and MBA degrees from Harvard, where he is a Tillman Scholar.
