Russia has repeatedly denied involvement in the conflict that has killed more than 5,600 people and sent its ties with the EU and the U.S. to the lowest point since the end of the Cold War.

“I think everything is on the table at this point, including sanctions against Gazprom,” said Mark Dubowitz, executive director of the Foundation for Defense of Democracies. Any action against Gazprom would probably target specific units or business areas, Dubowitz added. “I don’t think they would sanction the entire behemoth all at once.”
