Some Realism on Russia

Mark Dubowitz of the Foundation for Defense of Democracies suggests using the Patriot Act's Section 311 to designate major Russian banks tied to the government as institutions of primary money laundering concern. Congress could also pass legislation cutting off any foreign bank from its U.S. correspondent accounts if it does business with a designated Russian bank. At the very least Mr. Obama should warn Russia that broad financial and energy sanctions would follow an invasion.
