尊敬的蔡英文總統, 感謝您今天與我們會面。我要衷心感謝您和台灣政府以及台灣人民在這一周對我們的款待。我的同事們不少是第一次來到台灣,在過去幾天裡,他們一直對台灣這座寶島的美麗風光還有可口食物,尤其是熱情和善良的台灣人讚不絕口。 我們的訪團包括來自美國和以色列的退伍老兵和國安人員。我們這次來訪主要希望與台灣政府官員、軍官和民眾分享交流。我們以謙卑的精神來向台灣學習,並儘可能地提供幫助。我們本周和大家進行了詳細的討論,分析民主國家可以從侵略者最近在中東和歐洲發動的戰爭中記取哪些教訓。 戰爭的教訓是用鮮血書寫成的,因此自由社會的公民有特別的義務去認真研究這些教訓。烏克蘭為台灣提供了一個重要的啓示,就是嚇阻遠比戰爭更有用。那麼,如何才能保持有效的嚇阻,維持台灣的和平與繁榮呢?我希望和大家分享一個公式,那就是「能力乘以決心」。 我所說的能力,包括可負擔的、用於不對稱作戰的導彈,進行務實的訓練,擬定聰明的戰術。簡而言之,是一大堆低成本的、機動、分散、精準、致命的小武器。 我所說的決心是指勇氣、信心和戰鬥意志的結合。烏克蘭士兵和公民每天都在戰場上向我們展現這些品質。如何在和平時期展示決心,以色列可以向我們提供一些啟發。以色列的人口不到台灣的一半,也沒有台灣的海洋和山脈作為天然屏障。然而,過去50年來以色列贏得了每一場戰爭,阻止了敵人的入侵,儘管它面對的是像伊朗這樣數量上佔優勢並擁有先進技術的敵人。 從我們本周所了解到的情況來看,即使面對中共的軍事威脅,我們相信台灣在其他民主國家的堅定支援下,正在凝聚維護和平與安全的力量。有一個能夠調和其他因素、產生向心力並建構長期嚇阻能力的催化劑,那就是文化。 在這方面,以色列也提供了一些有益的借鏡。在以色列,青年不分男女都必須服義務兵役。他們的預備役人員接受頻繁和務實的訓練。他們保持強大的民防能力。服兵役在以色列社會是一件受到高度尊敬的事。以色列的男女透過激烈競爭才進入最菁英的單位服役,就像美國人競爭進入常春藤盟校一樣。在服兵役的過程中,士兵們獲得領導能力和專業技術的提升,進而推動以色列的經濟,也讓科技產業更加繁榮。 我謹代表我們的訪團和保衛民主基金會,讚賞台灣政府在蔡總統的領導下,採取了積極的政策作為,透過將義務役期延長至一整年等政策,重振國民服役的文化。台灣正在邁出關鍵的一步,建構一個更具有嚇阻力的文化和社會生態體系,確保台灣始終是自由民主社會前線的守護者,而非捍衛民主自由的犧牲品。 謝謝。 ...
