Contexte et historique

On the former military area Freiburg-Vauban a new district for 5000 habitants and 600 jobs is presently being developed. In Spring 1995, the City of Freiburg initiated a process of citizen participation. Since 1995, the private association Forum Vauban co-ordinates the citizen participation in Vauban. One of its goals is the realisation of a sustainable model district. Many of the citizen's ideas have already been integrated into the official planning of Vauban and helped improving the district's social and ecological qualities.

In 1996 Vauban was presented as a "German Best Practice" on the UN conference HABITAT II. Between 1997 and 1999, Forum Vauban co-ordinated the EU funded LIFE project "Realisation of the Sustainable Model District Vauban".

The main objective is to implement a city district in a co-operative, participatory way which meets ecological, social, economical and cultural requirements.

The participation is much stronger than expected. People really identify with their district.

The implementation process began in 1996. Many of the project's results can now be visited in the quarter: a large car-reduced residential area, all houses with low-energy standard, several passive houses, many co-operative building projects with ecological measures and a market place with a community centre.

A small team of full-time professionals as well as honorary executive board and several working groups contribute to the thematic and organisational work of the association.

The Forum is being financed through membership fees, donations, moderate economic income, and public grants.  Annual budget during LIFE-project (1998-9) : 1'575,818.92 euros. 6-8 staff members and up to six working groups were active in Forum Vauban.

Mécanismes de mise en oeuvre de la démarche participative

Forum Vauban. It has consulting status in the meetings of the city council's official working group Vauban. During these meetings, representatives of the city council and the administration discuss questions concerning the development of Vauban before these are brought to a vote in the city council. The Forum Vauban was successful in passing on many suggestions from the citizens to the decision makers.
